How is it legal for the Senate to use the Mental Health/Addiction bill to attach the Bail out legislation?

Please explain this to me... did this just circumvent the constitution? Isn't it blatantly obvious our lawmakers are breaking the law or am I wrong? How is it legal for the Senate to use the Mental Health/Addiction bill to attach the Bail out legislation?Welcome to politics. Every bill that's voted on gets riders (i.e. earmarks) attached to them, many having nothing whatsoever to do with the bill.

For example, last December's budget bill had 11,000 earmarks attached amounting to $20 billion. How is it legal for the Senate to use the Mental Health/Addiction bill to attach the Bail out legislation? They have sayings in Australia attached to just such

situations that occur on a costant in Poletics......

.......though i am not sure which set they are ment for ?

The law makers / the legislature / the circumventers ?

That is " Keep the Bastards Honest "

What a blatant Merry Go around. How is it legal for the Senate to use the Mental Health/Addiction bill to attach the Bail out legislation? The bill was porked up by both sides before it was passed. It went from a 3 page bailout bill, the Senate added over 100 pages to it, and once the House got it, it escalated to over 400 pages.

If you read the entire bill other than the addiction bill, they passed bills concerning really important things like: wooden arrows, wool, rum tax, and giving tax breaks to the already overpaid Hollywood actors if they strike.
