You are assuming that only Obama is addressing the issue of health care, when in fact there are Republican proposals as well as Democratic on the table.
Remember that it is Congress that creates laws, not the President. The President can create initiatives, but the President does not create laws. He only signs them into effect, or vetoes them.
This issue is getting thoroughly hashed out in Congress. At this stage there are no bills being voted on.
