Your question does not really make sense because the tea party is not a party, it is not an organization, it is decentralized and leaderless. Good grief, we can't read specific legislative proposals/drafts by our elected officials. Despite the handful of patriots that have jumped on the "centralize and appoint a leader" bandwagon, this will not be successful because it just isn't what the tea party people are. The tea party people are from the mountains to the prairies to the ocean's, and every little nook and cranny in between. It is we the people compelled to a sort of "call to arms" against the "growing machine" that is our Federal Government. Republicans sick of the republican party establishment, democrats sick of the democrat party establishment, libertarians that think we can just repeal a culture of federal government in one fail swoop, that's been allowed to be perpetrated for decades and the independents who are a blend. Bush then Obama! The silent majority is on record telling the Feds that the gig is up! The Federal machine, primarily lawyers, will be told again and again until they rein themselves in. The Usurping of the constitution will no longer be tolerated. The Federal machine is the fledgling, not the tea party people. The primary interest is in getting state governments to regain control of the Federal government they created to perform certain constitutional functions for the "general welfare" of the Union of states.
The overarching motivation is to get states to amend the Constitution to prohibit Congress from passing legislation detrimental to the "general welfare" of the Union, i.e. any legislation that would "benefit some at the expense of others" and it does not matter whether the "some" or "others" are the "rich" or the "poor".
Of several concerns, the two most desirable, would be further refining of the intent of the "commerce" clause and the "necessary and proper" clause, closely followed by reaffirming the "uniformity" of taxes (all related to Article I Section 8) and fulfilling the guarantee found in Article IV Section 4.
