What does it mean to "bottleneck" legislation?

I am asking, because this is apparently a false statement:



The filibuster is a process that often bottlenecks legislation in the House of Representatives.What does it mean to "bottleneck" legislation?Legislation can be sent to a committee and never come out, anytime before an exact copy is passed by both houses of Congress.
