Should legislation involving hundreds of billions of dollars go up on referendum?

Should the final approval of any bill that will cost taxpayers hundreds of billions be up to the tax paying public? Should the the people have a chance to vote on policies instead of just candidates?Should legislation involving hundreds of billions of dollars go up on referendum?Be careful what you wish for. Remember Tocqueville's prediction that the American republic would fail when the unproductive learned they could vote to transfer wealth from the productive to themselves. (Already happening even without direct referenda.) Your idea would be great if only people who actually pay taxes could vote.Should legislation involving hundreds of billions of dollars go up on referendum?That's not how the system was designed. It's possible, but calling nation-wide elections every time a large-ish spending bill is considered would itself cost a giant pile of money and be very impractical.
