Although, the exception was in the case of Reagan, SPENDING worked to end the Cold War since the Russians could not keep up to us! Rational spending or "pay as you go" should be the norm. That is why it is important to research your candidate and not take him at his word. Try listening to what he said instead of explaining what you think he meant by what he said.
