Things would be as they were for hundreds of years before there was any such legislation. Humane people would treat animals humanely pretty much. Inhumane people would treat animanls inhumanely. Pretty much the way it is after such legislation. The few who would really abuse or neglect their animanls will do so no matter what legislation you pass. The law can't force people to be good parents or pet owners, its not what its there for.
