Does anyone know any legislation on building over graves? when they are not resuming the remains?

my local church have put plans in to build over 2000 bodies, they are not going to remove the remains so they are going to build on top of them. can anyone give me any legislation or law to say they cannot do this.Does anyone know any legislation on building over graves? when they are not resuming the remains?Every state is specific about what you can or can't do over remains and cemeteries.

They can do it in the UK. In Plymouth during an air raid in the last war, an underground air raid shelter was bombed. 100s of people were killed. There were just too many bits of bodies to remove, so it was covered in and the ground was left. 30 years later the Council built a polytechnic on the site. There are many graveyards in the UK which have been built on.
