Believe it or not, there are many idiots that do just that while driving.
The problem with this proposed law ,written by one Chuck Schumer, is again the federal government is going to blackmail the states to pass this law or lose federal highway funds again, thereby taking away the states individual rights.

This is a state issue. The federal government can't pass laws like this. The states would have to do it. And they won't. It is estimated 12500 deaths last year in the U.S. are directly attributable toi these actions.
