What are the repercussions of civil rights legislation between the democrats and republicans?

Depends what you mean. Civil rights legislation with regard to racial equality was enacted in 1960s, through the Civil Rights Acts of 1960, 1964 and 1968. These moves were largely supported by Republicans, and opposed mainly by Democrats in the South. It's little recognized now, but the segregationists were almost exclusively Democrats.
