The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people. How does the people vote on legislation in a republic? It's "How DO the people..."
The 10th amendment does not give the people the right to vote directly on national legislation. The Constitution gives Congress the power to make laws. We vote for representatives who then vote on the laws. It is called Representative Democracy. How does the people vote on legislation in a republic? In California, we let the voters vote on propositions. It is a pretty big joke. Most people don't even bother to go onto the State Secretary of State website and read the full propositions. Instead, they just look at the summaries on the ballot, and go by what John and Ken, Armstrong and Getty, or whatever talk-hack they listen to says. The sadder thing is that our State Legislature is not much better, because it is just a house of morons. Just getting the budget "balanced" five months after the deadline has passed is a miracle. How does the people vote on legislation in a republic?Mainly, through our vote. If our representatives are not representing their constituents, the people should be heard. This is why we have the Court.
