A friend lives in a two bedroom housing association home in Chelsea and Kensington and receives significant housing benefit as the normal rates are 拢550 a week. ~As an existing tenant will the government proposals affect them? By the way, I live in RBKC too and can tell you that you can get a fantastic two bedroom flat for 拢550. Mine would rent for about 拢300.
