To change the Constitution, the change must be ratified by 75% of the legislatures of the 50 states, or at least 38 states. How does Obama control 38 state legislatures as President of the United States?
I believe that would require a constitutional amendment. That's not easy to accomplish, even with a "super-majority." And unless it were a time of severe national crisis, even Democrats wouldn't vote for it.
