Whats the difference between FISA Legislation and the USA PATRIOT ACT?

In other words, which is more controversial when it comes to 4th Amendment rights? Thanx Whats the difference between FISA Legislation and the USA PATRIOT ACT?FISA is a rather limited wiretapping and search exemption, the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act (USAPATRIOT) Public Law Pub.L. 107-56) is a much more expansive law, and has caused quite a bit more controversy than the 1978 FISA.Whats the difference between FISA Legislation and the USA PATRIOT ACT?Both are equally unconstitutional, whither people agree with them or not.

The new FISA also goes against the constitution by giving retroactive immunity. Retroactive laws as clearly stated as a no no in the constitution for obvious reasons.
