Who has the most influence on legislation?

-Representatives

-Speaker of the House

-Senate

-Citizens



Okay, so I have to do a paper for Government, but I'm not quite sure who would have the most influence on lawmaking. I guess you could take out the citizens seeing as the opinions of a citizen doesn't really seem to matter these days.

Although, it might be greater than you think. Neither the Senate or the House of Representatives as a whole have the most either. But rather the majority party of either house. That is to say that bills proposed by the minority party never get out of committee and never get a floor vote. On the other hand, the majority party, and the party leaders, the Speaker of the House and the Senate Majority Leader, have the most influence on which bills come up for votes. So of the four choice you gave I would say the Speaker of the House, but also (and to a lesser extent) the Senate Majority Leader.Who has the most influence on legislation?Congress (House and Senate) have all the power. The President can only recommend a law or bill. The congress also controls all the money. Even when the Pres. vetoes something, the congress can override it and go ahead if they have the votes.



The speaker can foul things up by using some rules in congress to delay bills coming up for votes, but she only has one vote in the end.



Only congress can send us to war, make treaties with foreign countries, etc.
