What is Stem Cell research legislation?

I have to write a paper on the subject for school. Correct me if I am wrong but I think it is a law that is passed to allow for the research of stem cells. Is that right?What is Stem Cell research legislation?Contrary to popular opinion there was no ban on stem cell research, just a ban on the US Government paying for it.
