Why does Congress not pass legislation that would make English the official Language of the United States?

I'm trying to do research for a paper and I don't have a good reason. Anything would help. Unfortunately, we took in the huddled masses! that means anyone from any part of the world could emmigrate here, and when they did, they brought their languages with them! Some insist on continuing to do so, and ignor the fact this IS an English speaking country! I think we are far too lenient about this language thing! You buy something, and when you read the instructions, it repeats itself in several different languages!!! Right! When I first came to America, I had to proof I could speak and read and write English! As I am from an English speaking country, that was no problem! But I have met several people who have actually lived here longer than I have, and STILL can't or WON'T address you in English! Some places ARE making it a rule, Speak English, or you don't get served!! I guess Congress and the rest of the guys in DC are more concerned about the Banks failing and bailing them out, to mess with this insignificant Bill that should be passed! When I have to make a phone call, and someone answers me in broken English, which 9 time out of ten, THEY don't understand ME either! I ask for an English speaking supervisor, or I hang up! YOU go to THEIR countries, and you will find they are NOT so obliging!!
